We don’t really remember the issue where Spidey said 12 words total and then headstomped a dude, but at least Felvidéki Miklós was there to remind us.

Possibly stupid n00bish Marvel question:
So the events of Civil War happened not long after the House of M incident, right? In House of M, Emma’s scan of the planet after the events lead her to estimate that there are a tiny number of mutants left on the planet.
Yet a few months later we suddenly have demands for superhero registration and scenes indicating that mutant numbers are still a “problem” all over the place. There are enough mutants for the Raft to be packed full of supervillains, D-list heroes starring in a reality TV show, and a general sense that it’s business as usual for most folks (except the X-Men, who spend all their time being angsty and miserable-oh, no wait, that’s business as usual too.)
My question is, how is this discrepancy explained in-universe? I’ve Googled a bit but can’t really find anything beyond vague suggestions that Emma’s assessment was “wrong” or “symbolic”.
Help a brother out?
COMICS FANDOM ON TUMBLR YOUR ATTENTION PLEASE
I’m currently gearing up my tablet with digital comics readers. I have subs to both DC and Marvel, but I need some suggestions for good recent stuff to download. Justice League #1 is already downloading naturally, but what else should I go for? What enjoyable comics have you read recently? I’m not too worried about jumping in the middle of a series, since if I like an issue I’ll go back and pick up the series, I just need starting points.
Also, are there any other comics stores worth browsing?
